Abstract:
By clustering, projects will be implemented by contractors with complete construction equipment, the quality of work will be better, and indirect cost/margins will be more cost effective. Moreover, the time to process/procure small projects is same with that of big projects. So, by clustering we will be able to save time. The supporting documents for the small projects are same also with that of big projects. Thus, we also cut down some paper works and expenses and improve efficiency.
